Hello there; It's my understanding that, This setting does not appear in the Windows Mobility Center On Dell laptops. So, you will need to change the function key behavior through the, BIOS, I believe, If you restart computer, and press F2key, the bios will load, If you need further instructions let me no. Also, you will need sighted assistance for this.

You have to be in the regular mode of control pannel not the classic list mode. Then I found adjust common mobility settings but haven't found anything about fn key behavior. Still looking.
