Hello there;

It's my understanding that,
This setting does not appear in the Windows Mobility Center
On Dell laptops.
So, you will need to change the function key behavior through the,
BIOS,
I believe,
If you restart computer, and press F2key, the bios will load,
If you need further instructions let me no.
Also, you will need sighted assistance for this.

Okay, I actually found hardware and sound. You have to be in the regular 
mode of control pannel not the classic list mode. Then I found adjust common

mobility settings but haven't found anything about fn key behavior. Still 
looking.
