It don't matter if jaws is in task bar or tray.
Windows has focus on what is in front of you and so should jaws.
However, not always does it respond to what is in front of you! They
do call that a bug.

always wil come into fokus when closing all other application's.
If you have problems with getting fokus on other application's right
after started, then try to get these started up with a maximized window.

Try jaws, because windows is always in focus.
However, the screen reader is a lot of the time not, bug never fixed from 10.
