Hi Susie,
Yes, I know that you have a .rar file, and that is known as a file archive.
Within that archive, is the file you actually want, and until you open the
archive, you don't know what type of file is inside.
Once you know what type of file is inside, then we can tell you whether or
not it can be used on your Victor Stream.
What you were trying to download, is a program that will open .rar files.
Are you with me so far?

The item you are wanting to download, can not be placed on your Stream.
Now, what is in the archive file that someone sent you, may be, but we
don't
know until we know what type of file it is.
