I seem to be having a similar problem. Are you using IE 8 or 9? when you download, are you prompted with a sound or message? are you hitting alt-n to open the prompt to run or save the file? Unfortunately, when I try to reinstall JFW latest build for 12, I get a windows message stating the program has already been installed and aborts the operation all together. True, the program is installed on my system, but not working correctly. not to get off topic, but try the above for the information bar or as someone suggested, save to target to see if that rememdies the problem.
