It stays in the system tray by default
Try going to the item Skype in the system tray and use application key and
arrow to quit and enter
then you tab to the choice quit? and enter it will close that way for me

I updated and installed the latest version of Skype. However when going to
the link for the latest jaws skype scripts from the jaws users mailing list
page I either get a blank page or the page can not be found message. How can
I get the most recent Jaws skype scripts? Also, when I sign out of skype and
try to close the program it won't close unless I reboot my computer.
