In order to create a signature in Outlook 2010, you can do the following:

1.      With focus in a list of messages, use Alt+F to click the file
button.
2.      Use Alt+T to open Outlook 2010 options.
3.      use down arrow key to move to the Mail category or press M until you
reach it.
4.      Use tab key to the Signatures button and press spacebar.
5.      use Alt+N for clicking the New button.
6.      Type a name for the signature in the resulting edit box.  You might
consider calling it something like "Work signature" or "Personal signature",
etc.  
7.      Use tab key to the OK button and press spacebar.
8.      Focus will return to the Signatures and Stationary dialog box.  If
you use tab key twice, you will find a combo box for selecting the account
to which        the new signature should apply.  Use up or down arrow key if
you need to select a different account than the one showing in the box.
9.      Continue to use tab key and you will find controls that let you pick
the signature to use for new messages and for forwarded or replied to
messages.       Use up or down arrow keys in those controls to make
appropriate choices.
10.     If you continue to use the tab key, you will find controls for
changing font, font size, applying certain character attributes and
alignment.  Use up or   down arrow keys in the controls to make appropriate
choices.
11.     You will also find a button for inserting a picture.  If you have
scanned your signature into your system, you can browse to it and add it to
your    signature block.
12.     There is an edit box just before the OK button that can be used for
typing in the text of the signature.  The font, font size, character
attributes,     alignment, etc.         will be according to what you have
already chosen in the dialog box.  You can use your enter key to enter
multiple lines of       information in the edit box.
13.     Use tab key to the OK button and press spacebar when finished. 
14.     In the final dialog box, you might find it faster to use shift+tab
to the OK button and press spacebar.

If you create multiple signatures, the default will be the signatures you
choose for the sending of new messages and forwarded or replied to messages
in the combo boxes.

If you create a message and want to use a different signature than the
default one, simply move focus down in the message to the signature block
and use the application key.  The contextual menu will include your other
signatures and pressing enter on any of them will cause your choice to
replace the default signature block.
