To read email messages in Outlook 2007 as plain text do the following. Alt + t for tools menu Arrow down to trust center enter to open Arrow up or down till to get to email security Tab until you get to a check box that says read all standard mail in plain text and hit space bar to check. There will then be another check box under that for reading digitally signed email as plain text also which you can check or not. Tab to the ok button and then all your emails should be in plain text.

But, when I open HTML messages that were routed to my Junk folder, they are in text format and all HTML is disabled. I copy/paste the links I want to access from those messages. You have now made me realize that I need to route more messages to Junk instead of constantly waiting to open them in the web browser.
