Just noticed this under the list of changes in the JAWS13 beta: .You can now use INSERT+SHIFT+W to open an Outlook 2007 or Outlook 2010 message in the default Web browser.
Or, to add to your quick access toolbar, navigate to the 'open in browser' item in your menu bar and then press the applications key to locate 'add to quick access toolbar' and press enter. Thanks. And I have discovered that the Alt h,x,v enter command works on some emails but not all that are not displaying correctly whereas in Jaws 12 it works on all those emails.
