I think it would work better if you used alt and down arrow to open the
combo box. You then should be able to down arrow to the state you want or
even just hit the first letter of the state and press enter.

When I open this bombo box and hit "N" for New York, I land directly on
Nevada, the first state that begins with the letter "N", and it is
automatically selected. There is no way to freeze the combo box so that I
can keep hitting "N" repeatedly until I land on New York.
