Greg,

If it brings up the menu, down arrow until you hear
move/copy and select that. This will get you to the dialogue
box you want

Now this is weird.  If a workbook only has one sheet, the
insert plus 
shift plus s brings up the system menu.  However, if a
workbook has 
multiple sheets, that command brings up the menu with the
different 
options for the workbook.
