Having no experience with 64bit systems, these suggestions will be general.

1. Turn off "automatically start jaws" in the basic options.

2.use nvda at the logon screen if you need speech at this point. This will also speak the task manager etc.

3. Manually put a shortcut to jaws into your startup folder so that jaws is started as an application rather than a service.

No idea on how to fix the underlying video intercept problem as you seem to have gone thru all the suggested motions for this already.

Finally, if the problem only started with the november update, uninstall jaws including all shared components and try reinstalling the previous build of jaws 13.
