I'm pasting this because it is comprehensive, and you don't say whether you
are using WLM for Xp, which I assume because of your reference to Outlook
EXpress, or Vista/Win 7.
Export Contacts from Windows Live Mail for Windows XP
list of 7 items
1. Select the Contacts button in the left bottom section or press
CTRL+SHIFT+C to bring up the Windows Live Contacts window.
2. File-> Export-> Comma Separated Values (.CSV)
3. Select a location to store the export in and name you export file.
This can be on your Desktop folder for easy access. You can remove the file
once everything has been imported into Outlook.
4. Press the Next button.
5. Select all the fields (make sure you scroll down to see all fields).
6. Press Finish. You'll get notified when the export is done.
7. Close the remaining open dialogs and continue to the
Import Contacts
section.

In WLM 2011, the Export button can be found on the
Home tab of the Contacts section.

As a follow-up regarding my woes with importing my WLM address book MS XL
csv file to outlook 2007 I tried another route and got a strange result. I
first made sure nothing was in contacts. Then I chose import from the
internet, and address book option. Then I indicated import outlook express
4.x 5.x 6.x or windows mail. What I got back was all the names and
addresses I had a few months ago which I thought I cleaned up because I
did
not like names of persons that emailed me to automatically show in the
address/contact folder. But there they were again!!! I deleted them all
and
attempted once again to import the CSV file with no success. Let me just
add
this, When I initially setup and installed outlook 2007 my CSV file
imported
without this strange behavior. I don't know why WLM doesn't have an option
to export to outlook 2007 or higher.
