There is always mysql and if you want, you could install and run Oracle. it's probably overkill, but they have a version for small installations.

I am an Oracle Database Administrator, but I cheat because all of my databases run on Linux or Solaris. I haven't tried running the Windows version. Although, I probably should at least try.

MySQL is probably the way you want to go though.
