That's the way I always do it myself. The jaws cursor has to be on the
graphic in question, you are correct Rick.

position yourself on a graphic and press INSERT+G.
For help on this, go into Jaws Help Topis, find Customizing Jaws
for Windows, then find Graphics Labeller.
