I don't use Outlook express, but I doubt you can re-label a link from within that or any other program, and I'm not sure why you would want to. From the web site itself, with focus on the link, either press ctrl+insert+tab or press insert+f2, and hit C until you hear Custom Label and press enter, and type the desired label and hit enter.
