Are you certain that it is the entire page that is not loading? I have
seen certain pages, where one of the frames is an ad frame, and for
whatever reason it won't load, and you can see that message, but the rest
of the page does load. If you just look further down the page, you can
see the rest of the page.
It is possible that when you reload the page it loads a different ad that
isn't broken, and the behavior looks different because the entire page
loaded.
Just a thought.
