You can check manually and you can also turn off automatic checking so your 
options are what you choose them to be.

The problem which you describe happened to me. The fix:

I uninstalled JAWS 13.
The setting scripts were ailing. I had to specify that the scripts, etc.
were to be removed.

After downloading from the Freedomscientific site installing the latest
release went smoothly.

When you want to repair, double click on the file which you installed the
latest release of JAWS.

After JAWS configures your system, there
are three choices such as: Repair, Uninstall and one more choice that I
cannot name.Click one of the three choices.

I had to uninstall. At first that didn't work. I had to uninstall again and
this time I hit the yes button to delete my user specific changes.
What a pain. Still reconfiguring.
