I had a similar issue sometime ago in Windows Vista and Outlook 2003. From memory, I had to search and install a fix from Microsoft's website. The explanation was that one can loose that registry key for a number of reasons including if you install Google Chrome by mistake which unfortunately I did.

Rose, I had this problem and found that to activate a link I had to move to the second character in the link and then press the enter key.
