Hello Lenny;
If your wanting to use the applications key to create new folder in windows
live mail;
You first need to tab to the folder tree view,
Now you can press the applications key and up arrow and enter on,
New folder....
If you do not want the folder inside the inbox, however on the same level as
the rest of the folders,
Then tab to the folder tree,
Up arrow to the 
Account folder which is opened,
Now again you can use the applications key, up arrow and enter on new
folder....

new folder name box.  HTH

How do I create a new folder under the in box. The tip of shortcut  keys
stated ctl, shift d
If in the in box nothing happens if under a sub folder that key combo wants
to delete the folder.
