I have seen this behavior 2 or 3 times using the beta. The Shift + F10 combo would not perform this function at this point either. I had way too many applications and many IE9 Tabs open at the time. JAWS often behaves strangely for me when memory gets scarce! I closed many windows and restarted JAWS. The issue went away. I am not sure whether this is worth reporting, since many applications, like VMware Workstation and Excel, act strangely when memory gets scarce. That is why I got 8 GB of memory when I bought my laptop, so this rarely happens.
