I am quoting a message I received for this problem from several months ago, hope it helps.
****** There seems to be a problem that can happen when Google Chrome has been installed and changed default file associations. Even when uninstalled, registry values that were changed when Google Chrome was installed remain, which affect the handling of HTM related file types. Microsoft has a Fix It utility that you can download and run to resolve the problem. Use the "fix this problem" link to start the process. There are also steps listed that you can follow if you would prefer doing the fix. It might be a good idea to try using the automatic fix first. There are two methods listed for when you want to do the fixing. When on the web site, you need to use the link for "method 1" or "method 2" to expand the instructions. The first method doesn't involve working in the registry so you might want to try it first. The link is shown below. When your links are working in Outlook 10, you can use the JAWS key with function key 7 to list links like you do in Internet Explorer. I have not used this "Fix It" utility so I cannot vouch for its usefulness. The only difference I notice in the error message you listed and the one shown on the web site is that you have the term "Network Administrator" and they show "System Administrator", but other than that the error message seems to be the same.
