Browse the registry tree until you reach this location:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion

Undder the Edit Menu in the New submenu enter on DWORD (32bit Value)", and
Name it "AlwaysUnloadDLL". Enter on the created key and change the 0 to a 1
then enter on the OK button. Lastly just close the Registry Editor.

 
This is just FYI but not to be tried by the faint of heart folks. This seems
to have corrected the problem where outlook 2003 would not cloze out
properly and stay running in the background even when I didn't want it doing
that.
