Hi Donnie,
I have found that sometimes while in the system tray pressing Enter on the 
selected item does not perform any action,
so you can try this alternative:
While in the System Tray, select the item of interest, and then tab to, left 
double-click, and press enter.

Another way to  open the Action Center to solve PC issues is:
>From the search box in the Start Menu, start typing:
Action Center
when it pops up in the list, press enter.

In the Action Center, you can tab thru the options using the spacebar to 
activate any of the buttons.
As in any situation on the computer make sure to maximize the window by 
pressing Alt + spacebar, then the letter X
this will help in navigation, especially when using the Jaws cursor.
You may need to route Jaws to Pc , then page up, to start reading down one 
line at a time thru the entire window for the necessary information.
In the Action Center, you can change the settings for when and what you want 
to be notified about, such as:
User Account Control settings
Windows Updates
Backup and System Restore and other security features.

Additionally, Action Center notifications can be set not to show in the 
system tray, but I would not recommend this.
