You type the following in the run dialogue: appwiz.cpl This is the same as going to Add/Remove programs in Windows XP, or Programs and Features in Windows Vista and Windows 7. These instructions are for both the Bing Bar and Microsoft Silverlight. I believe someone has already posted the instructions for eliminating Bing as the default search provider.
