It seems there are a couple of other commands that made this happen,
things to do with enabling conversation anouncement and enabling message
time announcement. When i turned these off, which is their default, I no
longer got the updating command key prompt. However, I don't think
there's a way to undo the actual Skype command key I made, the letter s.
is there?

Subject: [JAWS-Users] How to disable Updating Skype command key
constantlyannouncing itself
Hi,
Using JAWS13 on WindowsXp.
How do I disable this updating Skype command announcement and key? I
chose the letter s. I enabled it in the Quick Settings dialog in
Skype - Insert+v, for what I hoped would be a trial run. but now, any
time I'm in Skype, i.e., have it in focus, updating Skype Command key
issues forth every 2 or 2 seconds. I can't disable it in the insert-v
dialogue. My Screen Echo is set to highlighted text. I will not be
able to use Skype unless I can stop it. TIA for help.
