Well hate to say it; but, this didn't work for my problem or issue.
So don't know what's going on with the Jaws 14 installation as have never
ran into this before.

Don, I don't know if your eloq.jls file got corrupted somehow. This was
suggested for people that wanted to return to the older .jls file because
the newer one had resulted in crackling in some sound card drivers. But,
you can try this if you want.
1.. Download the older Eloq.jls file from Freedom Scientific:
ftp://ftp.freedomscientific.com/users/hj/private/WebFiles/KnowledgeBase/eloq
.jls
2.. Save the downloaded file to "C:\Program Files\Freedom
Scientific\JAWS\9.0\Drivers\Speech\eloq". When asked if you wish to
overwrite the existing file, choose Yes.
3.. Exit and re-launch JAWS.
Take my advice, I don't use it anyway.
