Thanks so much.  This really helped.  After I followed the steps in your email 
I had to go to the "go" menu in Outlook 2007 and choose folder list (control+6) 
and that did the trick.

Freedom Scientific’s official solution:

A problem which can come up in Outlook that may interfere with your normal 
navigation is the remnants of an old feature showing up unexpectedly. If you 
hear references to “WunderBar”, this was once the working name for the 
Outlook navigation pane during the Office 2003 beta. You can eliminate this 
problem by doing the following:

  1.. Close Outlook.
  2.. Press CTRL+SHIFT+ESC, then press CTRL+TABto move to the Processes 
Page. Ensure that Outlook.exe is not running in the Processes list. If it 
is, select End Task.
  3.. Once Outlook is no longer running, press WINDOWS Key+Rto open the Run 
dialog box.
  4.. Type outlook /resetnavpane and press ENTER.
For more information, go to the knowledge base article “Managing the Outlook 
2003 Interface“. This fix applies to Outlook 2003 as well as 2007.

Additional note: JAWS users have reported that they can use Control + 6  on 
the number row, which switches to the Folder List View in Outlook and places 
focus on the folder list.
