Gerald, I don't know what security systems they use where I work. But I can

I don't think your version of JAWS is the problem.  Are you running 
Microsoft Security Essentials?  A few weeks ago, MS released an update for 
MSE that seemed to slow down the time it takes JAWS to load and start 
talking.  If you are using MSE, try turning off real-time protection before 
you shut down your computer and see whether that helps JAWS load faster. 
Don't forget to reenable real-time protection after you boot up and JAWS has

loaded and started talking.  If you are not running MSE, some other program 
or process could be interfering with JAWS and causing such a long delay in 
speech start-up.
