Leonard, While in Outlook 2010, press the application key or Shift+F10. You can then up or down arrow to the Rules submenu and open it. In that submenu is the Manage Rules and Alert dialog option. When the dialog opens, Tab to the list of rules and select the rule you would like to delete, then Tab to the Delete button.
