It sounds like your are experiencing an embedded attachment. A quick test to see if this is the problem is:
1. Forward the message to yourself, but before executing the send command, complete the below steps. 2. Open the format menu on the ribbon. 3. Navigate to the Format Group. You will hear "hTML". 4. Use Down arrow to see which one is currently selected. Most likely it is Rich Text, and this is the problem 5. Navigate back up to HTML and press Enter 6. Send the message. Hopefully now when you open the forwarded message you will find the attachment up in the header. I can't remember if there is a way to fix this problem without having to go through this every time.
