I'm behind, so if someone already gave this hint, sorry for the extra post.
This I learned from a Jaws seminar with Eric Damery. You can search for
specific colors using the Skim Reading tool.
Open the Skim Reading dialog with control-shift-insert-downArrow. Select
the Attributes radio button.
Make sure you use Insert-5 on one of the comments so you know the foreground
and background colors. Enter them in the dialog boxes and select new rule.
You can name and save the rule.
You can begin skim reading by pressing control-insert-downArrow.
If you want to list all the comments, have Jaws create a summary. Each
comment that matches the highlighted color will be listed and it will be
linked so you can go to that part of the document if necessary.
Take my advice, I don't use it anyway.

I don't know how to set JAWS to check for color change. However, insert
plus number
5 gives you the color the cursor is on.
