Hello Anna, I have a program called "Paint.net." If you would like to try it the link is shown below. If I remember correctly during installation the program at one point ask you to read either the license agreement or some other informational text and you need to use a back button at that point in order to get a next button to continue installing. If you get to a point where there doesn't seem to be a way to continue then use the back button and you should be able to continue the installation at that point. The Image menu gives choices for rotating, flipping, resizing, flatten, crop, etc. The CTRL with P brings up the print dialog box. The paper size can be set for 4x6, 5x7, 8x10, and other sizes. The resize box in the image menu has width and height shown in pixels. However, you can use the combo boxes to adjust size. For example if there are 72 pixels per inch then setting width and 216 would be around 3 inches. The aspect ratio checkbox is checked by default so the height and width should change together. There are many adjustments and effects that you can use through the menus. You can use Alt with F to go to the file menu, Alt with I to go directly to the image menu, Alt with E for the edit menu, Alt with V for view menu, Alt with A for the adjustments menu, Alt with C for the effects menu, Alt with U for utilities menu, Alt L for the layers menu, alt H for the help menu and alt W for the windows menu. You can acquire from a scanner or camera through a choice in the file menu. CTRL with O brings up the open dialog box.
Here is a link to the installation file if you want to try it out. https://dl.dropboxusercontent.com/u/3951772/Paint.NET.3.5.11.Install.exe Take care.
