I think that Brian Lee offered a clue when he mentioned mirror servers. I think that to arrive at your speed your connection is compared with a server of known specs. I could be completely wrong. This said, a site like e-how should be able to explain how these internet speed tests are run. You can google your question, too. All of this said, the variability of results you are getting begs further inquiry.
