I would check if there are specific client configurations/setup directions for using WLM with a Hotmail/Outlook account. I haven't had a problem with mine. if everything is correct, username, password, incoming/outgoing ports, whether encryption or authentication is necessary, etc., you might want to contact your ISP if they are doing something on their end that's unintentionally blocking Outlook.com.
