hey Rob, OneNote does require skripts. you can get them from onenoteblind.com. these are made by a blind developer, John Marton. they cause around $20 CAD if memory serves me correctly. they work with OneNote 2007, 2010, and 2013. only the 32-bit versions are supported at this time.
