I'd like to add that one of the advantages of using the latest version of JAWS is that, besides the addition of new features, lots of various bugs are fixed throughout the year, from the time the version is first released until the next version. FS typically releases minor maintenance releases around once a month or so, more or less, and all of these updates fix lots of little bugs which could impact accessibility or performance. Therefore, while you could get away with using version 12 on a Windows 7 machine, the chances are that version 16 may have some bug fixes that could make the whole experience a tad bit smoother.
