Ming, You should test JAWS to see if it is able to switch first using the Surf's Up page. You might switch to Eloquence first to test this and then read this page: http://www.freedomscientific.com/Training/Surfs-Up/Languages.htm
If the synthesizer language is switching as expected, then JAWS is set up right to do it. This would indicate that the markup on the other page you are reading might not be correct. Did you try it with JAWS 15? If it works in one, but not the other, I would say it is a JAWS issue for sure.
