I just did this operation with an alternative method which applied to all

There is a setting.  
Using Insert-V, under Virtual Cursor options, Text Options, you will find
Block quotes Identify Start and End.  You can uncheck this option.

No, simply because I thought there was a setting somewhere that does this
automatically.

Have you tried using the dictionary manager and replacing blockquote with a
spacebar?

I need to eliminate hearing these words when listening to e-mail messages in
Outlook 2010, using JAWS 16, Win. 7 and IE11.

 

I have gone to Insert - v.  In that list I cannot seem to detect the
location where I can turn this off.
