I researched it on google and found the following for you
Gall's Law is a rule of thumb for systems design from Gall's book
Systemantics: How Systems Really Work and How They Fail. It states:
A complex system that works is invariably found to have evolved from a simple
system that worked. A complex system designed from scratch never works and
cannot be patched up to make it work. You have to start over with a working
simple system. – John Gall (1975, p.71)
This law is essentially an argument in favour of underspecification: it can be
used to explain the success of systems like the World Wide Web and
Blogosphere,

David:
I just have to ask:
Do you know who is the author of the quote that appears at the bottom of
your e-mails?
"A complex system that does not work is invariably found to have evolved
from a simpler system that worked perfectly."
I am seriously thinking of posting it on the bulletin board outside of my
University office door because it so completely fits what I see every day!
Please e-mail me privately at:

I would have sent this quiry to your private e-mail address, but I couldn't
extract it from your e-mail itself.
Thank you.

Unfortunately at times when managing a list with almost 700 subscribers it
is needed at times to keep a tight rein on things.
I noticed your email address: I'm impressed, and welcome.

Thanks for the welcome, David, and if I ever seem to violate list
guidelines (which I hope I don't do), please don't hesitate to rattle my
chain about it.
I truly appreciate what you moderators try to do.
And, finally, I like the little saying at the bottom of your e-mail. Fits
the University where I teach perfectly!!

I don't recall ever having a day in the past where no less than 22 by my
last count new subscribers joined this little list. I just checked and there
are now 660 members.
Welcome to all of you new people, and to those who have made this group so
successful over the 9 years it has been in existence a heartfelt thanks.
I hope everybody has eaten their fill and then some.
