If you have added any web sites to the list manually, then yes, it
should be checked to enable this feature for those sites, but if you
have not added
anything manually, then it doesn't matter because there is nothing in
the list. Should want or need to add a site to the list, then
before you get
to Manage Add-ons in the Tools menu, you will see the Tracking
Protection item. By opening this, you will see how you can add your own
stuff there.

In internet explorer 11 in manage add-ons when I arrowed down to
tracking protection and tabbed once I noticed that the personal list is
disabled should this be disabled or enabled?
