Those numbers are not unreasonable. If the CPU usage were near 100%, then I'd be concerned. I'd be curious as to your system specs, particularly how much memory you have. I know you have Windows 7 64 bit so that tells me the system is relatively new. I say relatively because a 5 year old system is considered old. Even so, 64 bit CPUs were being made at that time. Have you run a disk defrag? In particluar, when was the last time the pagefile was defragmented? If the system is making heavy use of it, that could also explain a slow down. Defragler is a free utility that can defragment the page file.
