You might be able to go into the control panel, select the Mouse item; then 
Select Properties; then Select Settings; and control-tab to the drivers 
page.  Then, there will be an option to disable the driver.

That should kill the little critter.

Take my advice, I don't use it anyway.

Some of those Dell laptops have a Fn key combination to do this.
