You can make someone else a manager, not sure you can make them a co-owner.
You can give your manager or co-manager as much say as you the owner have in
the list.
Up to recently, most things on Googlegroups lists management were getting
less accessible, but that may have changed: I was recently able to add a new
member to mine (using JAWS16 and IE11).
A few years ago, I looked into making someone else a list manager, as I
didn't seee a way to make anyone else an owner of the list,, and I found
that it was possible and (at that time, about 2011) accessible. So, if
you're used to the Googlegroups interface, you might succeed through
trial-and-error, if not straight away.
