Hi,
I had this problem and contacted Freedom Scientific. Here's what they
told me to do. Hope this helps.

We would suggest running a JAWS repair on JAWS 16.0.1925. Instructions
are below.
To run a JAWS 16 repair,
First download JAWS 16 to your computer. Go to:
http://www2.freedomscientific.com/downloads/JAWS/JAWS-whats-new.asp
Look for and download:
* JAWS 16.0.1925 32-bit English - January 2015 (127 MB)
or:
* JAWS 16.0.1925 64-bit English - January 2015 (133 MB)
Choose the 32 or 64 bit version, whichever is your computer type. Save
this to your computer. Do not run from current location. After the
file is saved:
To run a JAWS 16 repair.
1. Copy the appropriate version to your C: drive
To run a JAWS 16 repair, go to the run dialog and type:
C:\J16.0.1925ENU-32bit.exe /type repair
And press enter.
Or
C:\J16.0.1925ENU-64bit.exe /type repair
And press enter.
The repair will run. After the repair has completed, reboot your
computer.
A repair will fix most issues of this type.

I'm using Windows 7 home premium 64 bit with the latest build of Jaws
16. When I tried to do an OCR on a pdf document that appeared to be
empty, it says "OCR failed to start". How do you fix that? I had
several
versions of Freedom Scientific OCR so removed all those plus Freedom
Scientific Fine Reader and FS Omnipage, then reinstalled from the
file I
downloaded from FS's web site. Still problem persists.
