Hi Fred,
Silverlight is a tool used to develop some web sites, and if it is not
installed onto your computer, then you will not be able to visit these web
sites. Below is a link to a page that will explain all about Silverlight
and what it can do or not do for you:
http://www.silverlight.net/
I hope the information there is helpful to you.

Subject: [JAWS-Users] Programs and features list in control panel
Could someone tell me what Microsoft Silverlight in the programs and
features menu in the control panel is and what it is for? I have been
trying to get rid of the enhanced bing search for a long time and I have
heard that there might be some connection between silverlight and enhanced
bing. I am not talking about the bing in the tools options, To many
times when I am trying to do something on the computer the enhanced bing
tries to take over everything..
Thanks much,
