Ann, did you try pressing insert+tab after arrowing down/up even though
using the arrow keys don't seam to work? sometimes the list is not
recognized by JAWS properly to provide feedback. the selection does move
but JAWS doesn't announce the change.
another possibility is another color is being used to highlight the
selection and JAWS does not see that.
