Can you look in the jaws basic options dialogue and make sure you've still got it set to auto start?

If you're running from tray, press insert+j or caps lock shift ctrl j, press enter on options, press enter again on basic.

Otherwise, alt+tab to the jaws window, alt+o for the options menu, press enter on basic.

Now that you're in basic options dialogue, find the automatically start jaws button and press space on it. You get a couple of checkboxes, one is automatically start JAWS at the logon screen make sure that is checked. That should be what controls whether you get speech on the screen the computer goes to when it wants you to log into it. The second checkbox is a setting to auto start jaws after any user logs on. After that is a combo box allowing to chose the auto start after logging in preference for the currently active user account. You want that to either be set for all users or to be set to on for this account. Hope that makes sense. Btw, press ok when done here, you'll be back in basics dialogue, hit ok there too. Should be good to go.
