Here is another way to clear cookies with internet explorer 11
go to control panel and enter on internet options and under the general
tab tab to clear internet browsing history...
then tab to cookies and check it using your space bar and any other item
you want to clear and then tab to the okay button and press enter and
waite a few seconds and jaws will announce the percentage and when it is
done tab to okay again and enter on it and your done.

You have to be in internet explorer 11 to get the tools menu.
once you are in internet explorer 11 just press the ult key and arrow
over to the tools menu and then folow the steps I have below.

go to the tools menu and arrow down to delete browsing history and press
enter a form will appear make sure cookies is checked and any other item
is checked that you want to delete and then arrow down to delete and
press enter and then close the dialogue .
note you muight have to press ult and the letter n in order to land on
the close button.
