First, you can control whether or not to create them when you reply or forward a message.
But if you receive them, the only thing I found that works is to use the JAWS dictionary for WLM and assign the > sign to a silent character like a space. Then they won't read when using WLM. Don't do this for the default dictionary, or you'll never hear the > sign in anything.
