According to the Windows 10 update FAQ, the reasons for not getting the Get Windows 10 app is that your system is not up to date with Up Dates, you are blocking it, or you are not running a genuine version of Windows. I'm surprised running Windows update doesn't fix it. That's all Microsoft says on their web site. Trying to get them to fix it may be your only option. It will tell you to check the system tray for the icon, and it will now be there. click on the icon in the system tray and follow the prompts to register ofr the upgrade.
